You've never actually seen a specialist's bogus Medicare claim based on one of your E-mail referrals, have you?

Open admissions by specialists, in public and admitting wrongdoing, but also stating the intention to continue doing it, will be necessary, I suspect.

Maybe with their college's support, for good measure.
