I meant to ask the question at this point: "Why is an approved network needed?" What is wrong with just the Internet as the communication fabric for all these encrypted-XML-over-HTTP Web services? Requiring "approved network providers" seems like unnecessary overhead and expense to me, as well as channelling everything though just a one or two points-of-failure.
