Do you suppose that "government" ever considers the value of setting up 
interest group consultancies (GPCG, divisions , etc) wit the intention that 
after a certain amount of time they can say "Well, that didn't work, now WE 
will tell YOU what is going to happen and YOU will be HAPPY "
?
