You guess wrong I fear. NEHTA are keeping the terminology work in house rather than as a separate entity last I heard.
 
A separate entity with a total focus on development and delivery of terminology and service makes perfect and rational sense I agree but it is not happening.
 
Reason might be something to do with wanting an ongoing raison d'etre after the transition (the T in NEHTA) has happened.
