I have seen or heard claims that Telstra has equipped most exchanges with ADSL2
capability and could switcht this on today, giving speeds up to ? 20 times
faster than the current ADSL speeds, but that it refuses to switch them on
because it would have to allow its competitors to use the facilities.

I have heard that because Telstra refuses to switch on the ADSL2 system that it
has set up, Internode and other ISPs have set up their own ADSL2 networks.

Is this a correct summary of the situation?
