I can attest to that. I'm on iiNet ADSL2+ at work and home - both less than 3km as the crow flies from the Exchange.
If I'm lucky I get around 6 down and 0.9 up at home and about 5 down and 0.7-8 up at work. The connection at work is however very unstable when trying for the max speed so I slowed down the connection to about 4 down and 0.6-7 up which seems to be more stable It is a long way from the 24 down that I should in theory be approaching (and is paying for) - reckon the only people who get that must be staying in/on top of the Exchange.
