The strict definition is "Extortion of money or something else of value
from a person by the threat of exposing a criminal act or discreditable
information."

A looser definition is: "The crime involving a threat for purposes of
compelling a person to do an act against his or her will, or for
purposes of taking the person's money or property."

So what Oliver is doing definitely isn't blackmail. In fact, it isn't
even vaguely criminal. Surely he is just exercising his right as a
client to transfer his patron to which provider he thinks offers the
best service, and he is making the basis for that choice explicit to
potential pathology service providers?
