Ruby-QT is already in a mature state. There is even a book about it in 
te "Ptagmatic Programmers" series:

wxRuby is in the making too, but nowhere near as mature as wxPython (yet). And 
there is always Ruby/GTK as well as Ruby-Mozilla integration to make use of 
the Mozilla widgets

While I find .NET a dangerous track to follow (because of so many proprietary 
*patended* functionalities e.g. regarding authentication), there is indeed an 
implementation of  Ruby .NET, though not as mature as IronPython:

As most FOSS developers, I do it mostly to scratch my own itch. As such, .NET 
will never enter my own equation
