There are those who are computer literate and have read the national privacy priniciples - and there are the rest,

Unfortunately the Guvmnt dont see their way to encourage specialists to take up EHR's etc with wads of cash. PIPs etc dont apply, hence specialists dont have to answer to anyone. The colleges are less computer literate and really dont seem to have much of a clue on any of these issues. I would NOT rely on a laptop to run my practice. I would have a server with redundancy and login via rdp, even if it is via a wireless card/modem.

Sounds like a disaster waiting to happen. I think that the software
vendors should be exhorting their clients to take adequate measures to
protect the data when stored on a laptop, and to help them do so by
providing detailed instructions (which can be cribbed from innumerable
Web sites). Or even better, making encrypted data storage with good
password management the default for their products, thus making it very
hard for their users not to do the right thing.

Yep,

The emphasis on security & privacy in GP data management came about because of Matthew Rose's work at ACT Division in 2002, which made public the lack of security measures and the lack of government attention to this issue.

I'd suggest that because government has no role in encouraging specialists to computerise, or do anything else, unlike the very large role they play through Divisions, PIP, EPC, etc. with GPs, that anything to do with specialists' habits will take a long time to occur.

A well-publicised disaster with patient records on the Internet might help.

Do the specialist colleges play a role with specialist accreditation like the RACGP does? Or don't specialist colleges believe in this stuff? The RACGP has incorporated all the IT standards that the GPCG developed into their new practice standards. A model for specialist colleges?
