The third authour is Jesse Jin who left USdyney for Newcastle around 2004 the date of publication - I don't know the other two authors. I was not working in Health Informatics at that time. The paper is not something of the form I would want to produce from my own Laboratory. As Syan has perceived it has been produced by people in a multi-media group who work in Bio-med imaging. I think it lacks a clear identification that it is a design proposal by mixing language about the putative design with language you would only use if you had completed an implentation.
