You asked a simple question and got a simple answer. I've invested
time in both Joomla and Mambo as well as other CMSes and while none
are all things to all people, I find the quality of the available
modules to be the winner for Joomla. Nearly everything works as
expected with a minimum of fuss. Whichever way you go you as the
administrator need to do some learning but the payoff is a system
that a newbie can use and be productive with straight away.
If you want a framework that is infinitely configurable and doesn't
force you to do anything in a particular way, check out MODx, but be
prepared to make more of a time investment.
