I second Jan, there is probably a device-specific formatting program for
the card.  The standard DOS & Windows format commands may not create the
base structure of a file-system that your hardware is expecting.  Have
you googled about to see if others have tried to create the same
solution you are after for that specific hardware? Or is it too obscure
for that even?

I have to agree also with the recommendations to try a newer scripting
language, unless you have some old-school experience with DOS and want
to use it for nostalgiac reasons.  VBScript is usable, if you learn a
bit about using the FileSystem objects etc.  Python is my favorite for
quick tools these days, it probably requires a little investment in
learning, but there are some good beginner resources out there on
t'internet.

I hope you have found a satisfactory solution by now, anyway.
