I'll concede my own point as John Mac states he has received clarification
about the 'send' vs 'receive' aspects of transferring informtion.  But...if
you have a wad of recipients' public keys, you don't even need Argus - M$
OL/OLE will 'send' encrypted email, therefore you have capacity.  And
Thunderbird does this too, and Eudora.  So, surely there is one medical
person in your area that you could send one encrypted message every month or
so?!

Interestingly the PIP does not seem to address the electronic signature
aspects of sending information (specifically referrals), nor any
requirements for how to followup that the information got where it was
supposed to go (acknowledgements).  I suppose these are in the too-hard
basket.
