Horst is half-right. Sometimes things have to be secret to prevent taxpayers being taken for a ride, but using secrecy as an excuse to avoid proper scrutiny is just increasingly common cowardice in Canberra. And elsewhere.

The stick needs to be inserted in the relevant backs, to reinforce the said official in providing 'frank and fearless' advice to those above.
