I think that you may be confusing two _separate _Gov programs.
"PBS On Line", to which the 20 million refers, is a Pharmacy _Dispensing
_initiative and is nothing to do with the "Streamline Authority" stuff.
The former is about the Pharmacy systems checking for patient PBS
eligibility for various pensions etc before the chemist hands over the
pills.
Streamline Authorities on the other hand has nothing to do with the
Pharmacy Dispensing software but if Company's with clinical desktops
chose to, they could assist the 'numbering process' for their doctors -
as HCN did.

When you look at the details of the script in the current prescribing,
there is an authority number generated by MD and a reason code, which
can be picked from a list for things like plavix.
I've just been researching this and the most intersting information is
the following:
"3.3. Assistance for Software Vendors
The Government will provide funding of up to $20 million to support
software vendors to meet the demand for an accelerated roll-out of PBS
Online. Assistance will be provided to software vendors for site
installation and ongoing support through a program administered by
Medicare Australia."
Does anyone know how this is meant to work? Has it paid for the
functionality we are seeing? Paying for on site installation??
Then there is the brief description of the scheme itself. I don't know
if anyone has received the education mentioned:
"3.4. Streamlining authority approvals for some medicines
From 1 July 2007 the PBS-listed medicines that require an authority
approval prior to prescribing will be separated into two categories:
1. Medicines that require approval from Medicare Australia prior to
prescribing.
* This category will include medicines for short term use, Section
100 medicines, requests for increased quantities and those medicines
with an increased potential for misuse, abuse or adverse effects, such
as narcotic medicines.
2. Medicines where the prescriber will not have to obtain approval
from Medicare Australia prior to prescribing.
* A prescriber will write the appropriate authority restriction
code on each prescription for a medicine in this category.
* This will not negate the need for the prescriber to ensure that
patients receiving such medicines meet the prescribing requirements as
specified by the Pharmaceutical Benefits Advisory Committee (PBAC) and
specified in the PBS Schedule.
* This will apply to medicines for the treatment of long term
chronic conditions (such as diabetes and osteoporosis) where the
patient and doctor are both very familiar with the condition and
medication. Medicare Australia will undertake education and monitoring
to ensure doctors are aware of the changes."
