You're right Andrew.
I stumbled across this while looking on the DOHA website for more
information about the streamlined authorities and assumed it was related
as it was right before it and didn't seem to relate to what had gone before.
It did seem a lot of money and, as usual, asking a silly question on the
GPCG List usually gets you a well-informed reply.
