Try recursively opening up the security on HKEY_LM\Software\Health Communication Network.

Are you are using the Internet Security version? We find all of these generally more trouble than they are worth, compared to a lightweight A/V like NOD32, the Windows firewall (behind a properly configured NAT router which is the primary firewall), and sensible usage.

No you can't mandate sensible usage but you really can't protect against it completely either in the Windows world.
