For us, this is typically been that somebody forgot to renew (usually me, 
because I handle this most frequently at my organization), or that the 
entitlements we paid for are under a different customer number than we are 
registered for in Service Connect. If you have other customer numbers that 
you’re aware of that are not associated with your account in Service Connect, 
that would do it.
