Spectrum scale already supports external tiering to say tape.

Here the GPFS policy engine is used to select which files to migrate based on say the filesize or date of last access.
The file metadata remains in the filesystem and so 'ls -l' etc still still show the files whether it is migrated or not.
The first block of each file is also kept online such that 'head' and 'file' still work quickly without having to fetch any data from the remote store.
The file content itself is migrated away to be fetched back automatically when the file is next accessed. It goes back to the storage pool that it was migrated from.
 
The next release of Spectrum Scale with extend the above to allow generic backend object stores as well as tape
The feature name has not yet been given a name, but has been refereed to as MCstore ('Multi-Cloud Storage')  in previous discussions.
 
Indeed MCstore has been mentioned as long ago as Feb 2015 by IBM on the mailing lists

i saw in the GPFS Forum somebody mentioning IBM Spectrum Scale transparent cloud tiering  http://www.ibm.com/developerworks/servicemanagement/tc/gpfs/evaluate.html
 
Thus the question. Does somebody knows how that - the tiering into clould services -  is technical done and what limitations exist ?
