I have macgpg installed... I installed it about 6 months ago, but
never upgraded to GPGTools. Now I want to install Homebrew and it
wants me to delete my /usr/local/lib directory. My /usr/local/lib
directory contains a load of files named gpg-xxx.lib and gpg-xxx.dlib
... and my guess is that they are part of the installation. My
intention is to reinstall GPG using homebrew, but I want to make sure
that I completely remove it from my system first.

What is the best way to do this?

Just to be clear tho, my installation is the older version of MacGPG,
not GPGTools. I also want to remove gpg-agent as well... not sure if
its all part of the same setup?

Thanks
