Hi. It's not the "rues" pane, it's another one, the difference is that it comes 
out the little menu when you press the double arrow if you have many panes 
(such as "attachments" or "mail tags", they're all plugin panes)
Anyway, this is not the problem. It seems that you haven't gpgmail installed.

Did you restart Mail after installing gpgmail?
