Are you subscribed to the user mailing list? That might be a good idea since 
you already posted a couple of times.

Could you try the following steps:

- go the GPG Keychain Access Settings and change the key server to 
sks-keyservers.net
(although I'm not aware of any issues with the one you named, I'm 100% sure the 
sks server currently works)
- then close the settings and press cmd + f and enter the name from anyone 
who's key you'd want to import (e.g. Steve Bell)
- for my name I see several entries, but the first one being the one for my 
actual mail address (steveb...@gulli.com, which you can also enter in the 
search field)
- then press import

and if my pub key isn't already in your GKA it should then import

Please let us know if this works or at which point you encounter a problem. You 
can of course use the Terminal but you don't have to at all.
