The pause depends on your media player (assuming you use gPodder on Windows, if
not, please specify that in the Platform field of the bug). As for playlists,
this is something that could be done as an user extension - please file a
separate feature request (so that we can track the progress of each of your
suggestions separately).

If you just want to move the downloads and database folders, gPodder 3.1.0
includes a menu option and command line argument to do this (gPodder will ask
you for the folder to store its downloads and DB). If you want to move only a
subset of podcasts to a different location, this is not possible from gPodder
itself (for reasons of keeping it simple), but you can use Symlinks (even on
Windows since Vista apparently -
http://www.howtogeek.com/howto/windows-vista/using-symlinks-in-windows-vista/)
to work around this.

This is already available in gPodder 3 - you can enable it in the menu via
"View" -> "Use sections for podcast list". You can then right-click on
podcasts, select "Podcast Settings" and edit the sections. New podcasts are by
default added to the "Audio" or "Video" group - depending on the contents.

This is already possible and should work. You can contribute translations here:
https://www.transifex.net/projects/p/gpodder/ - on Windows, gPodder will use
the locale configured in the system. This is the case at least on gPodder 3.1.0
(which you can download from gpodder.org).
