We can definitely add an "on the top" option (although I'm not sure if it's
easily detectable when the screen is locked - you probably want gPodder to act
on AVRCP while the screen is locked too when gPodder is the topmost
application). As for "preventing" other applications from seeing AVRCP
messages, I'm not sure if this will work.
