Sorry, as an addendum this was the library that I found to be the most appealing, mutagen. It is pure python and is available the GPLv2 (which I assume is compatible with gpodder's GPLv3):
http://code.google.com/p/mutagen/ I don't have tons of time but I'd be willing to help out with this effort where I can, since correcting badly-tagged podcast mp3s is a pet peeve of mine.
