TFTP_OPEN call specifies the maximum side of packet PXE should try to
negotiate and gPXE seems to ignore this. Perhaps gPXE should resplit the
packets if application specified short block size? (I don't think an app
really needs to be aware of real packet size on network, just how octet
stream is split into packet for READ call)
