I guess all the scripts in $GISBASE/etc/gui/scripts/ need batch files like
are used for the scripts in $GISBASE/bin/:
e.g. the file "C:\OSGeo4W\apps\grass\grass-6.4.0svn\bin\v.in.garmin.bat"
contains the single line:
{{{
@"%GRASS_SH%" -c '"%GISBASE%/scripts/v.in.garmin" %*'
}}}
