To check, I have downloaded a snapshot from
http://wingrass.fsv.cvut.cz/grass64/
and looked into C:\Programmi\GRASS 6.4.SVN\extrabin\ which contains the
"msgcat.exe".
Don't you have it in GRASS 6.4.SVN\extrabin\? If yes, then the binary is
there but
not seen from Tcl.. (?)
