regarding http://anonscm.debian.org/cgit/pkg-grass/grass.git/tree/debian/patches/check4dev?h=experimental I would suggest to close it as 'wontfix', `dpkg-query` will not work on Fedora and other non-debian distributions. I have added extra check some time ago to `g.extension` which should work on all supported platforms [1].
