In the past years I was always notifying the packagers an instance after a RC went online. Some packagers complained to me to please be less intensively notified so I reduced it to the final release notifications only since many of them would not package RCs anyway. Perhaps we need to split the group of packagers up into - packagers being interested in all notifications - packagers being only interested in final release notifications. Side issue: quite regularly some last minute issues delays the RC (just check the past 5 years :-) ... so X days is hard to define.
