You can access R lists through gmane and nabble. There are no plans to do any more, since none of the people who might answer questions have time to handle anything other than email. There are wiki entries on the R and the GRASS side, but nobody checks them for accuracy or freshness. They might have been OK when posted, but since the software evolves, and there are no automatic mechanisms to run code snippets on current releases outside of the tests and help-page examples in R packages, all bets are off.
Naturally, no-one can stop forum creation, but it does constitute a forking of discussion, where the presumptively useful discussion takes place where developer(s) can see it.
