It sounds like an ApplySrf (rigid=yes) operation is what you need. This should be possible using regular Rhino commands (perhaps in combination with history?). If you want to do this in Grasshopper, you'll have to generate the frames of all the packed shapes. Creating a perfect pattern of touching circles is impossible on a freeform shape, and with ellipses it's very difficult.
