Hi Sebastian, the graylog-ctl utility is only available in our virtual machine images. If you've installed Graylog using the provided OS packages, you'll have to configure it yourself.
The web interface has been integrated in the Graylog server component, so you don't need to install it separately. See http://docs.graylog.org/en/2.0/pages/configuring_webif.html for details.
