These have been provided before. Probably on the -dev list which better matches this particular topic of discussion. Usually something like a script that could e.g. apply to any wikipedia site, or any phpbb forums -- it comes with no includes, you're intended to set it to run exactly where you want it to. It's not a zero-occurrence case. But it's also not super common.
