Death penalty: Kalam's suggestion

NEW DELHI: President A.P.J. Abdul Kalam has called for a "comprehensive policy" on the death penalty after all aspects relating to the death penalty and mercy petitions were discussed in Parliament. He was replying to a question on recent reports on his letter to the Ministry of Home Affairs advising the government to take into account "humanitarian aspects" while making recommendations on granting pardon to those persons who are on death row.
