I find this statement of the professor interesting:

That also indicates that the system could correct itself, and is not
hopelessly compromised after all, to render the suggested extra
constitutional authority redundant.

This is only a politically correct platitude. Why not we call a spade a
spade, as Damodar Prasad suggested? There is nothing 'communal' about the
suggestion that there are Jihadi terrorists (who use Islam for their
propaganda purpose) and such people overwhelmingly live in Muslim dominated
areas.
