Systemic Betrayal

 Dear Friend,

The strategy of Scheduled Castes Sub-Plan (SCSP) which was evolved in 1979
is one of the most important interventions through the planning process for
social, economic and educational development of Scheduled Castes and for
improvement in their working and living conditions.  It is an umbrella
strategy to ensure flow of targeted financial and physical benefits from all
the general sectors of development for the benefit of Scheduled Castes.
Under this strategy, States/UTs and Central Ministries are required to
formulate and implement Scheduled Castes Sub-Plan (SCSP) as part of their
Annual Plans by earmarking resources in proportion to their share in total
population. As per the norms, the Union Government's plan allocation on SCSP
for the year 2007-08 should have been around Rs. 32816 crore whereas, only
around Rs. 12 536 crore amount was allocated for the SCSP. An analysis of
the Union Budget 2008-09 does not show any notable improvement in the
attitude of our policy makers towards the development of dalits and
marginalized sections in the country.



During 2007-08 several States with sizable SC population have not allocated
funds for their SCSP as per the percentage of their SC population. Some such
states are Andhra Pradesh – SC population 16.20%, SCSP outlay 7.53%,
Himachal Pradesh – SC population 24.70%, SCSP outlay 11.00%, and Punjab – SC
population 28.90%, SCSP outlay 26.02%. Some other States like Bihar – SC
population 15.70%, Kerala SC population 9.8% and Rajasthan – SC population
17.20% have not allocated any funds from their annual plan to their SCSP
during 2007-08.
