his party has no alternative to starting public revolt if Nepali Congress
and CPN (UML) continue to ignore their demand for civilian supremacy.

Talking to media persons in Chitwan on Saturday morning, Dahal said his
party has decided to become more flexible for finding solution to the
current political deadlock through dialogue by Tihar.

On Friday, he had announced a public revolt after Tihar, under the
leadership of his party to restore civilian supremacy.

Dahal further said, his party will seek permission from the United Nations
for revolt since the UN charter has clearly mentioned about people’s rights
for revolt, and claimed the world body will extend support to his party’s
movement.

The former prime minister said all protests programmes will be withdrawn if
other parties agree to discuss of president’s step at the parliament or to
amend the interim constitution to clearly define the role of president.

He reiterated party’s unchangeable stand for peace process and writing
constitution. He added army integration will be according to the peace
agreement.

The Maoists will prepare for uprising with the permission from the UN
CHITWAN, Sep 19 - Unified CPN (Maoist) Chairman Pushpa Kamal Dahal Saturday
said the party will exercise maximum flexibility to seek consensus with
political parties by Tihar.
He added the constitution drafting process will resume soon after the
consensus.
“The Maoists will stop all the protests and let the legislature-parliament
run immediately after agreement on allowing debate on the President’s issue
for civilian supremacy is reached on any angle,” Dahal said at a press
conference organised by the Revolutionary Journalists’ Association in
Bharatpur.
He informed the Maoists have floated the proposal, to other parties, on
searching alternative by arranging the provision for debate on President in
constitution amendment.
The Maoist chairman also warned that there will be no alternative to launch
people's uprising if the Nepali Congress and the CPN-UML do not come to
understanding despite extreme flexibility.
“We have reached the decision to adopt flexibility to prevent our relations
with other parties from becoming sour. However, if they try to put issues
like civilian supremacy aside, the Maoists will carry out third people’s
movement through people’s revolt after Tihar,” he warned.

*“UN will support our agitation”*
Maoist chairman Dahal who is still popular by his nom-de-guerre Prachanda
further said, "The Maoists will prepare for uprising with the permission
from the United Nations."
Referring to the mention of right to people’s revolt in case of seizure of
civilian supremacy in the UN declaration, he claimed the upcoming agitation
launched by the Maoists will have the full support of the UN.

On journalists’ query about arms, Dahal said, “What I said about the weapons
collected by the Maoist combatants are all of the same type like that of the
Nepal Army is 100 percent true.” But the next agitation will be peaceful, he
quickly added.
Meanwhile, he denied the rumours concerning the Maoists preparing to make
Congress’ Sujata Koirala or Ram Chandra Poudel the prime minister and said
no party can lead the government, except the Maoists, after the current
coalition collapses.

Leaders of the two main ruling allies - CPN (UML) and Nepali Congress -
Saturday decided to stick with their stand against the Maoist demand for a
parliamentary debate on the President's move.

At a meeting held at Prime Minister Madhav Kumar Nepal's residence the
leaders of the two parties spoke against the Maoist demand that their
'commitment proposal' against the President's move be allowed to enter the
parliament.

They, however, agreed to continue dialogue with the Maoist leadership to
resolve the end to the obstruction in the House, NC acting president Sushil
Koirala told reporters after the meeting.

According to Koirala, the two parties also decided to keep intact the
current coalition government until next general election.

Prime Minister Nepal called the meeting in his bid to find a way out of the
stalemate.

On Friday, he had met NC president Girija Prasad Koirala to discuss the
possible solution. He is leaving for New York on Sunday to take part in the
United Nations general assembly.
