UCPN (M) to discontinue House obstruction for three days for passage
of budget; declares 3rd phase stir

The Unified CPN (Maoist) Saturday decided to allow the legislature
parliament to function normally for three days so that the
government's budget for the year 2009/10 could be passed.
A meeting of the party's central committee took this decision.
Speaking at a press conference after the central committee meeting
held at the party headquarters Paris Danda, Koteshwor, party chairman
Pushpa Kamal Dahal said the party decided to discontinue the House
obstruction for the passage of the budget as its responsibility
towards the civil servants and security personnel, whose salaries are
going to freeze if the budget is not passed.
Dahal also said the dialogue for finding a solution to the current
political deadlock would continue once Nepali Congress president
Girija Prasad Koirala returned home from Singapore. Koirala, who is
undergoing treatment at a hospital in Singapore, is scheduled to
return home on Sunday.
The Maoist chairman also vented anger against Nepali Congress leaders
for their comments that they didn't know anything about the
understanding between him and their president, during their meeting in
Singapore, to find a mutually agreeable solution.
Meanwhile, the Maoist party has declared the third phase of protest
movement for 'civilian supremacy' vis-à-vis the President's move in
the army chief case.
As per the decision of the central committee, the party will organise
publicity campaign, sit-in programmes and protest rallies throughout
the month of Mangsir (November-December), mobilising its sister
organisations and the ethnic and regional organisations.
Likewise, the party will organise nationawide general strike for three
days from December 20 if its demands are not addressed.
The party will also continue protests against the President, Prime
Minister and ministers and boycott the public functions attended by
them.

Big three close to a consensus, says UML chairman

CPN (UML) chairman Jhala Nath Khanal has claimed that the leaders of
the three major parties are engaged in a serious dialogue and that
they are close to reaching a consensus.

Speaking to reporters in Biratnagar on Saturday, Khanal said the three
parties would arrive at a consensus in 2-3 days. He did not reveal
what the three-party agreement would be like.
Khanal, who arrived in Biratnagar to inaugurate the convention of UML
Morang district committee, also indirectly expressed displeasure at
the recent meeting between Nepali Congress president Girija Prasad
Koirala and Maoist chairman Pushpa Kamal Dahal in Singapore.
"Singapore or Hastinapur, meetings in foreign countries are not going
to resolve the problems here," he said, adding, "The Maoists should
understand that the country's problems won't be settled through
negotiations abroad."
On the contrary, Khanal himself was on a weeklong visit to India
earlier this month. He had extended his stay in New Delhi for two
days, apparently waiting for a meeting with Indian Prime Minister Man
Mohan Singh.
In New Delhi, Khanal had met a number of Indian leaders including
Finance Minister and Congress (I) leader Pranab Mukherjee, External
Affairs Minister SM Krishna and leader of the main opposition
Bharatiya Janata Party (BJP) Lal Krishna Advani.
Another influential UML leader K.P Sharma Oli, who is considered one
of the masterminds of the 22-party ruling coalition, is expected to
return from India today.

Defence minister Bidhya Bhandari has said the Unified CPN (Maoist)
cannot stake claim on government leadership unless they turn into a
"fully democratic party".
Speaking to journalists in the capital Saturday afternoon, Bhandari
said it is possible that the country might see dictatorial regime if a
party with arms takes over the government leadership during the
current transition period.
She further said the recent activities of the Unified CPN (Maoist) has
proved that the ultimate mission of the former rebel party is to
capture state power and that constituent assembly, peace process,
constitution writing are just means to achieve them.
She also argued that the Maoists have only declared ceasefire but have
not changed their mentality to transform into a democratic party and
accept peaceful politics.
In another context, Bhandari said the government was not in mood to
wait any longer for endorsing the budget from the parliament. "We had
planned to endorse it by today but deferred it at the request of the
Unified CPN (Maoist), but now we are going for another option in a day
or two," she said.
She expressed doubt that the political parties would be able to write
constitution and promulgate it, which needs two-third majority, when
minor things like budget cannot be passed in the parliament, which
only needs simple majority.
She also rebuffed the Maoist claims that the current government is
likely to be replaced by a new one as the result of the meeting
between Maoist chairman Pushpa Kamal Dahal and Nepali Congress
president Girija Prasad Koirala in Singapore.
