In the absence of a revolutionary situation in the country (and there has never been one since Independence) it is part of the CPI (Maoist) strategy to instigate/provoke state repression and even genocide against the tribal communities where they have created 'base areas'. They believe (as Abimael Guzman did in Peru) that that is the best way of radicalizing the 'peasantry' and expanding their support base even further. If the government falls into this trap, it is going to be the formal inauguration of a 'dirty war' whose only outcome will be a reign of terror in the tribal districts, massive civilian casualties, further discrediting of the state and, because of all that, more sympathy for the Maoist party. When the HRF says that 'those who claim to struggle for the people must do so responsibly and with full accountability', it should ask itself whether the 'armed struggle' launched by PWG initially in Telengana was in fact a 'struggle for the people' and not a struggle for state power by a group or a vanguard that lacked mass popular support. If they are too afraid to stand for elections and haven't ever been elected by anyone to do anything, why should they bother with 'responsibility' and 'accountability'? They are in the middle of a war, they call it a "people's war" but all it is is a vanguard war completely unlike the armed struggles (people's wars) in Cuba and Vietnam.
