The Maoist “positive gesture” came in a three-party meeting on Wednesday. It follows the urging of the NC, UML and most other Madhes-based and fringe parties who made it clear that they would not support a government led by Maoists or involvement in a national consensus government unless the Maoists integrate their combatants as agreed to in the May 28 deal that led to the extension of the Constituent Assembly. The first point of the agreement states that the three parties, including the Maoists are “committed to moving ahead with consensus and cooperation to take the peace process to a meaningful conclusion, carry out all the remaining works related to the peace process and accomplish the historic responsibility of completing the task of writing a new constitution.” Earlier, the Maoists were stating that the first point was just a preamble of the agreement and that they were not obliged to implement it. In Wednesday’s meeting, the Maoist talk team assured NC and UML that it would bring “concrete action plan” for the implementation of the three-point agreement. “The Maoists have agreed to implement the three-point deal and brought about a verbal modality of integration and rehabilitation of their combatants. We feel we need more time to discuss the modality, so we three parties decided to ask the president to extend the deadline for forming a consensus government,” said UML Chief Whip Bhim Acharya. According to an NC leader, Maoist leaders are ready to fix the number of the combatants to be integrated into the securities agencies and bring them under the Special Committee. “We are ready to fix the number of combatants within the deadline as agreed among the political parties. We propose that we can fix the number immediately, reaching out to the combatants and asking their choices in a short period,” UCPN (Maoist) Vice Chairman Narayan Kaji Shreshta told the Post. “We have also agreed to relocate cantoned combatants, one for rehabilitation and another for integration within the deadline as agreed.” However, the Maoists reason that a separate force of the Maoist combatants would be the best alternative. They also urged other parties to outline the modality of integration. “We are ready to scrap the barracks of YCL immediately after the agreement”, said Shrestha. “We assure NC and UML we will return seized property. But there are some complicated issues and to resolve them a commission should be formed.” *Cluster buys time* KATHMANDU: President Dr. Ram Baran Yadav has agreed to extend the deadline for the formation of a national consensus government till July 12. The president’s decision follows a written request by 25 political parties represented in the Constituent Assembly (CA), according to a statement issued by the President’s Office on Wednesday evening. Last Thursday, Dr. Yadav had called upon the parties to form a national consensus government as per Clause 38 (1) of the Interim Constitution by July 7. During their meeting with the CPN UML today at Singha Durbar, the leader from the Madhes-based parties maintained that no consensus could be forged in the present context, neglecting Madhes agenda. Emerging from the meeting, UML chairman Jhalanath Khanal said it’s time all parties were serious towards the Madhes issues and forge national consensus. Khanal also said his party is ready to serve another term in office, should UCPN-Maoist fail to take into confidence parties to lead the next government.
