Indian Prime Minister Man Mohan Singh's special emissary Shyam Saran, who
came to Nepal Wednesday on a special errand to facilitate consensus among
the political parties in Nepal, intensified political parleys on Thursday.

Saran first met Unified CPN (Maoist) leaders including chairman Pushpa Kamal
Dahal at the Dahal's residence in Nayabazaar, Thursday morning.

Party vice-chairmen trio Mohan Baidhya, Baburam Bhattarai and Narayan Kaji
Shrestha, general secretary Ram Bahadur Thapa and in charge of foreign
department Krishna Bahadur Mahara were also present at the meeting.

The exact content of the meeting has not been disclosed. Nayabazaar sources
say, Saran discussed Nepal's current political deadlock and the UCPN
(Maoist) - India relations with the Maoist leaders at the meeting.

Saran did not give any reaction after the meeting to journalists waiting
outside Dahal's residence.

Immediately after the meeting, Saran held discussions with Nepali Congress
Acting President Sushil Koirala at the latter's residence.

During the meeting, the two discussed the current political situation of the
country including the three fruitless rounds of election for a prime
minister. It is learnt that Koirala made it clear to the Indian envoy that
NC won't accept a Maoist-led government unless the party fixes the number of
combatants to be integrated into the state security forces, return the
private properties it seized during the conflict period and dismantle the
paramilitary structure of its youth wing, the Young Communist League (YCL).

He also stressed on the need for a formation of a government under NC
leadership in the present juncture.

Meanwhile, reports say Saran has just finished holding discussion with
CPN-UML chairman Jhalanath Khanal.

Saran is also scheduled to meet caretaker Prime Minister Madhav Kumar Nepal
today.

Saran started political parleys soon after he arrived in Nepal. However,
most of his meetings yesterday were kept secret.

Reports say, he met President Ram Baran Yadav at the presidential palace in
Shital Niwas Wednesday evening. He also met former Prime Minister and
chairman of Rastriya Janashakti Party Surya Bahadur Thapa yesterday.

Sources say, the Indian embassy in Kathmandu threw a dinner party to leaders
of Madhes-based parties at the Indian embassy in the presence of visiting
dignitary Shyam Saran Wednesday evening.

Madhesi Janadhikar Forum (MJF)chairman Upendra Yadav, MJF-Loktantantrik
chairman Bijaya Kumar Gachchhadar, Terai Madhes Loktantrik Party (TMLP)
chairman Mahanth Thakur and Sadbhawana Party chairman Rajendra Mahato among
other leaders of Madhes-based parties attended the dinner.

Saran is a former Indian ambassador to Nepal and a former foreign secretary
of India.

KATHMANDU: Visiting former Indian ambassador to Nepal Shyam Saran has
intensified political consultations with top brass leaders of Nepal's major
political parties on Thursday morning.

Saran, who who arrived in Kathmandu a day before as a special emissary of
Indian Prime Minister Man Mohan Singh, met with UCPN-Maoist chairman Pushpa
Kamal Dahal's residence at Nayabazar and held talks with senior Maoist
leaders on current political issues.

During the talks, Saran showed his concerns over the prolonging political
standoff and asked Maoist leaders not relate his visit to formation of any
new government, according UCPN-Maoist's Narayan Kaji Shrestha.

The former Indian envoy, stressing on politics of consensus, expressed
India's willingness to see political stability in Nepal with due progress in
the ongoing peace process and constitution-drafting task.

During the meeting, Dahal told Saran that the long-standing political
deadlock will be resolved once a new government is formed under their
leadership.

Also Saran held talks with NC acting president Sushil Koirala. During the
meeting, Koirala said to have told Saran that the next government should be
formed under his party's leadership and NC would not withdraw its candidacy
from the ongoing prime ministerial runoff poll.

Likewise, Saran met with CPN-UML chairman Jhalanath Khanal at the latter's
residence in Dallu this afternoon.

Widely known as an expert on Nepal affairs in India, Saran was Indian
ambassador to Nepal till mid-2004 before he assumed office as Indian foreign
secretary. He retired as foreign secretary in September 2006.
