     Mr.Murugan, belonging to Devendrar, Scheduled Caste community,
hailing from Thoothukudi District of Tamilnadu, under mysterious
circumstances. Mr.Murugan was working as Assistant Quality Control
Inspector in the State Civil Supplies Corporation, Thoothukudi. He was
an honest and diligent official. While on duty he had noticed some
pilferages and illegal smuggling of the stored food items of the
Government storehouse which are for distribution under the PDS. He
suspected that it is the handiwork of some colleagues with the
connivance of higher officials. He therefore raised the issue with his
superior officer, the Divisional Manager, Civil Supplies Corporation
by preferring a written complaint. The Divisional Manager in turn
pacified him and instructed not to mind of the crime. Not satisfied
with this, Mr.Murugan gave a written complaint to Police in the
Thoothukudi Sipcot Police Station. When the police made enquiries, the
Divisional Manager has used his clout and threatened Mr.Murugan over
telephone to withdraw the complaint. Deterred with this act of the
superior officer Mr.Murugan chose to wait and watch for some more
time. Mr.Murugan had briefed his wife Mrs.Selvi about all these
happenings in his office and even cautioned her over the impending
threat to his life.

      Things being so Mr.Murugan went to office as usual on 07.09.2010
in the morning and suddenly in the afternoon at around 3.30 P.M.,
Mr.Murugan’s wife, Mrs.Selvi received a call informing her that her
husband was admitted to Government General Hospital, Thoothukudi. She
rushed to the hospital immediately and found from the hospital
authorities that Mr.Murugan is hospitalized for consuming poison. When
she saw her husband in the hospital he was half-clothed with only a
trouser. Blood clots, contusions and bruises were seen by her in his
body. She could not find who has admitted him to the hospital as no
one from his office could be seen around. When asked to the hospital
authorities they conveyed that Mr.Murugan was brought in a load auto
and they were informed that the person had consumed poison. Perturbed
over these strange turn of events Mrs.Selvi suspected of some foul
play as her husband went to office normally as usual on that day also
and there is no reason for him to consume poison. There was no
compelling reason and everything was absolutely normal at home.
Therefore she understood that his office colleagues who are involved
in the theft of PDS items and whom Mr.Murugan suspected and
complained, had with the connivance of higher officials have beaten
him and forcibly fed poison to eliminate him and thus divert police
attention to evade arrest. Thus she lodged a complaint with the
district Superintendent of Police, Thoothukudi. No action was
forthcoming. Unmindful of the details Mrs.Selvi gave in the complaint,
the police had in fact filed a suicide case against her husband by
then. In the mean time Mr.Murugan died two days later on 11.07.2010
succumbing to the injuries and forcible intake of poison.

      On 12.07.2010 post mortem was conducted on Mr.Murugan’s dead
body without proper enquiry and also without the signature of his wife
or any of his relatives. Therefore Mrs.Selvi and her relatives refused
to accept the body of Mr.Murugan. Further Mrs.Selvi went on fast until
death from 13.09.2010 onwards in front of the district Collector’s
office, demanding arrest of the suspected culprits and rendering of
proper justice. The district administration remained a mute spectator
without taking any action. However likeminded political parties like
the CPI, CPM, CPI(ML), BSP, Puthiya Tamilagam, DPI, Periyar Diravidar
kazakam, Athi Tamilar peravai, Naam Tamilar kadsi etc have taken up
the issue and participated in the fasting and also took processions in
Thoothukudi to impress upon the higher authorities for taking stern
action against the culprits. The suspected culprits are the Divisonal
Manager Mr.Chidambaram, Mr.Ayya Pillai, Mr.Isaac, and Mr.Ramesh and
their hooligans who perpetrated this heinous crime.

      On 27th Evening all parties and Social Movements in Tuticorin
have decided to conduct Mass Agitation against this issue.
