We from People's Watch wish to congratulate the Hon'ble Commission on its completion of 17 full years of its establishment today - the Foundation Day of the National Human Rights Commission of India. It is the work of many of your predecessors within the Commission all these 17 years and many more outside, who have been supportive of the work of the Commission - including the critical voices that have accompanied this Hon'ble Commission in reaching the level of visibility and credibility that it has achieved. It has definitely not been an easy task marching forward all these 17 years facing all the challenges that have been thrown ahead - challenges that are structural, challenges and restrictions that arise from the parent legislation , the PHRA 1993 . It is perhaps useful for us to recall on this occasion, the words of the Former Chairperson of the NHRC, Justice J.S. Verma in his letter to the Hon'ble Prime Minister of India on 3rd January 2003 before demitting office wherin he stated, ' I would, however, like to observe, with great respect, that if our country should fall short in rendering justice, promptly and effectively, to the victims, their immediate families, dependents and other persons or groups connected with the victims, a serious travesty of the law will occur with potentially grave consequences, not only to those immediately affected, but to the reputation of our country and its institutions of governance, including the judiciary and the National Human Rights Commission.' We from civil society therefore wish to assure the Hon'ble Commission on its Foundation Day that many people like us across the coutnry who are critical of the Commssion are critical only because we love the Commission and see it as an imperative in the grave sceanrio our coutnry is now facing. Now more than ever before is the time for the Commission to ensure that the 'Multiplier Effect' that the NHRC has referred to in the past is actually put into practice recognising more than at any point of time in history that it is time for all of us to work hand in hand - the NHRC, other NHRIs and civil society organizations - with mutul respect for one another and recognsing and respecting our different but necessary roles. The Country needs an independent, accessible, co operative, effective and transparent Commission and we assure you that we are willing to spare no efforts to remind the government of this urgent imperative on this important occassion of the 17th Foundation Day of the NHRC.
