The IPC Sec. 377 was instituted by the then British rulers of India back in 1861 in accord with the social-legal mores prevalent in the then Britain. That it still continues to be there of course reflects that it is in accord with the dominant social ideology. As regards the caste angle, the SP - an OBC party, vociferously supported it. (The BSP - a Dalit party, is not known to oppose it.) So did various religion affiliated bodies, and religious leaders, cutting across divides. So the picture is a bit more complex.
