The prime minister said this while addressing the NC District Secretaries who were invited to a tea reception at the PM's official residence in Baluwatar on Wednesday. The NC district secretaries from all the 75 districts of the country were present on the occasion. Saying that the party has adopted flexibility on contentious issues of constitution writing-- form of government and the judicial system, PM Koirala urged the UCPN (M) and the Madhes-based parties not to backtrack from their issues. On the occasion, PM Koirala remarked that democracy is necessary for peace, stability, law and order and development in the country, adding that they were working to orient the forces not subscribing to democracy also on the path of democracy. Stating the possibility of development would be lost due to the agitation, he urged the opposition parties to abandon their movement and come to talks. Party vice-president Ram Chandra Poudel, general secretary Prakash Man Singh, central committee member Dhanaraj Gurung and the party office's chief secretary Rishikesh Tiwari were present on the occasion. A meeting of the UCPN (Maoist) parliamentary party held at Singha Durbar, on Wednesday, besides, reviewing the present situation, decided not to attend the parliamentary committee meetings as per its policy of non-cooperation to the ruling parties, the government and the CA Chairman. Party leader Agni Prasad Sapkota said decision has also been taken by which all the opposition CA members would be required to go meet the people in their respective constituencies to make the movement initiated by the party more strong and effective and to dispel the misunderstanding spread by the ruling side regarding the activities taken place in the CA. It said although there is a programme for holding a mass demonstration until February 28 in Kathmandu as of now, additional protest programmes would be announced considering the government's response, it is stated. Receiving a memorandum submitted by the Reporters' Club Nepal with an objective to exert pressure for writing constitution , at his residence in Dallu in the Capital, he said the disputed issues witnessed during the constitution writing process could be settled through political consensus. He said, "Majority of people are in line of promulgating constitution . Thus, constitution writing process would go ahead if possible by forging consensus, otherwise as per the CA procedure. The step taken by the CA is right and it would not be withdrawn at any cost." Former Prime Minister Khanal said the opposition parties should join the ongoing process of the constitution writing. "If they do not come forward for that they would have no political essence," he added. Senior leader Khanal said the protest announced by the opposition parties has no meaning at all. Senior leader Khanal said the CPN-UML was not for talking about the formation of a new government until the new constitution was promulgated.
