III below), it does not look the government has a clue as regards how
to come out of the current impasse.

The offer of another round of discussions with the opposition parties
(see: the report at sl. no. II below) after the Bill has already been
passed by the Lok Sabha, appears more like a drowning one's clutching
at the proverbial straw.

If tomorrow's planned joint opposition march (see: the report at sl.
no. I below) is any indication, the Modi government's policy of "saam
daam dand bhed" does not appear to be working, at least as yet. Never
mind that parties like AIADMK, BJD or BSP don't figure, at least as

Land bill: Sonia, Manmohan, leaders of 10 parties to march to
Rashtrapati Bhavan tomorrow

New Delhi: ***Giving a message of larger opposition unity, Congress
President Sonia Gandhi and former Prime Minister Manmohan Singh will
march with leaders of at least ten parties from Parliament House to
President House tomorrow and submit a memorandum against the new land
bill.*** [Emphasis added.]

The march is being coordinated by JD-U President Sharad Yadav.

Sources in the Opposition said that Congress is playing a key role in
the protest including the finalization of the draft of the memorandum,
which will be submitted to President Pranab Mukherjee on Tuesday
evening.

***Former Prime Minister and JDS chief H D Devegowda, CPI-M’s Sitaram
Yechury, CPI’s D Raja, Trinamool Congress leader Dinesh Trivedi, SP’s

Leader of Opposition in Rajya Sabha Ghulam Nabi Azad is coordinating
the draft finalisation from the Congress side.

Sonia’s attending the Opposition march tomorrow is significant as
neither she nor Rahul Gandhi on sabbatical, was here today to lead the
Congress protest against land acquisition at Jantar Mantar, which was
a culmination of its padyatra from Bhatta Parsaul village that began
four days back.

Manmohan Singh’s attending the event is also significant as it comes
days after the Congress chief led a march from party headquarters to
the former Prime Minister’s residence to express solidarity after
Singh was summoned in a coal scam case.

Mahila Congress held a similar march to Manmohan’s residence. NSUI is
tomorrow holding another such march to express solidarity with Singh.

Congress fielding Singh along with Sonia in the march Ois another
attempt by the party to show that it is rallying strongly behind the
former Prime Minister.

New Delhi: ***Government intends to have another round of discussion
with Opposition on the Land Bill before moving it in Rajya Sabha as
parties including Congress, the Left and some others have escalated
the protest against the measure.***

The Right to Fair Compensation and Transparency in Land Acquisition,
Rehabilitation and Resettlement (Amendment) Bill, 2015 was passed in
Lok Sabha on February 24 with nine amendments.

It is likely to face stiff opposition in the Upper House where the
government does not enjoy a majority and most of the Opposition
parties have already declared their resolve to oppose the bill tooth
and nail.

There will be another round of talks with the Opposition before moving
the Bill in Rajya Sabha, sources in the government said. Leaders of
ten political parties including the Left, TMC, JD(U), SP, RJD and JDS
will hold a protest march against the Land Bill and hand over a
memorandum to the President Pranab Mukherjee on Tuesday.

While the Congress is continuing its stir against the NDA government's
Land Bill, holding a protest in the national capital, starting from
symbolical Bhatta Parasual village in Uttar Pradesh four days ago,
Bihar Chief Minister Nitish Kumar led a 24-hour satyagraha against the
bill in Patna last week.

HYDERABAD:The Land Acquisition Bill has been debated well and concerns
of the farmers addressed adequately, Union Minister of State for
Parliamentary Affairs Prakash Javadekar said and expressed confidence
that the Opposition would realise its duty towards the nation and help
the government pass it in the Rajya Sabha.

The controversial Bill was passed in the Lok Sabha amidst protests
from the Opposition benches on Monday last. Speaking to reporters here
Sunday, the Union Minister said,  “All doubts have been dispelled with
regard to the Land Bill and the government had accepted nine
amendments. Wisdom will prevail, I hope the Opposition help it to be
passed in the Rajya Sabha.”

Terming the coming week in Parliament historic, he said the Coal Mines
(Special Provisions) Bill and, the Mines and Minerals Development and
Regulation Bill would be passed on March 19. The Bills have been
referred to two Select Committees which are expected to submit their
reports by March 18.

On the snooping charges levelled against the government vis-a-vis an
enquiry on Congress vice-president Rahul Gandhi, he said, “The
allegation is atrocious. The Congress itself doesn’t know where he is.
They are raking up non-issues as they are berift of ideas.”

Replying to queries on Telangana and Andhra Pradesh, Javadekar
promised full-fledged support from the Centre and described the two
States as “special attention States.” Advocating peaceful co-existence
of all Telugus, he said both States were like `two-eyes’ to the Modi
government.

Javadekar, who also holds the environment and forest portfolio, said
his ministry had expedited the process of issuing clearances to
projects.

In the same breath, he said the government had attracted over Rs 2
lakh crore bids in the recently-held coal auctions and demanded that
Congress leader Kapil Sibal apologise for claiming that the loss in
coalgate was ‘presumptive.’
