Russia agrees to supply 12 nuclear reactors to India over 20 years

NEW DELHI: Russia will build at least 12 nuclear reactors in India by
2035 and agreed to manufacture advanced helicopters as both countries
today signed 20 pacts in oil, gas, defence, investment and other key
sectors to futher ramp up their strategic cooperation.

Prime Minister Narendra Modi and Russian President Vladimir Putin, in
their annual summit, vowed to take the close ties to a new level as
both sides outlined a new vision for nuclear  energy cooperation.

Calling Russia a "pillar of strength" for India, Modi, in a joint
media interaction with Putin, said the strategic partner will remain
New Delhi's "most important defence partner" though options have
increased.

"President Putin and I discussed a broad range of new defence
projects. We also discussed how to align our defence relations to
India's own priorities, including Make in India.

NEW DELHI: Nuclear energy cooperation between India and Russia got a
major boost with both sides Thursday inking a vision document for the
construction of 12 Russia-built nuclear units in India over the next
two decades as Prime Minister Narendra Modi and visiting Russian
President Vladimir Putin held summit talks here.

The two sides inked 20 agreements, including in the sphere of defence
cooperation, oil and gas and in trade, after the holding of the 15th
India-Russia annual summit.

Modi, reading out a statement after the talks, termed India's
strategic partnership with Russia "incomparable in content".

While Modi said that both sides outlined an "ambitious vision for
nuclear energy of at least 10 more reactors", Putin, in his address,
said Russia would set up "20 nuclear units" in India and also
cooperate in uranium mining.

The 12 reactors includes the 1,000-megawatt Russia-built reactor that
has begun operations at the Kudankulam nuclear power station in Tamil
Nadu and the second unit that is set to come onstream in 2015.

India inked agreements for units 3 and 4 at Kudankulam.

Besides these, two more would come up at Kudankulam. Land has to be
earmarked for the remaining new six reactors to be built by Russia,
said sources.

India agreed to "expeditiously identify a second site, in addition to
Kudankulam, for the construction of the 12 Russia-designed nuclear
power units in India", the vision document said.

It was inked by India's Department of Atomic Energy and Russia's state
nuclear power corporation Rosatom.

Among the 20 agreements inked was a formal contract between the
Nuclear Power Corporation of India Limited (NPCIL) and
Atomstroyexport, Russia's nuclear power equipment and service export
monopoly, for units 3 and 4 at Kudankulam.

The agreement marks the "commencing of the implementation" of the two
units "with supply of some major equipment" by the Russian company.

NEW DELHI: Eyeing to further expand 'privileged' strategic partnership
India and Russia on Thursday concluded plethora of 16 agreements
across civil nuclear energy, defence, hydrocarbon, space, investments
including setting up of 12 Russian built reactors for two sites as
Moscow endorsed Delhi's bid for a permanent seat at the UN Security
Council (UNSC).

Part of the 16 agreements is also aimed at increasing people-to-people
contacts between the two sides that has not been a strong element in
the relationship. While there was no formal announcement for the
second site for setting up of the Russian supported nuclear power
plant, it is understood the plant will be coming up in Andhra Pradesh.
The two sides also agreed that some of the components of the Russian
made reactors will be manufactured in India. This. the PM, said will
give a push to the Make in India initiative. The summit gave a push to
setting up of additional reactors at Kudankulam where a total of six
reactors will be set up.

The two sides agreed to actively work towards localization of
manufacturing in India under the aegis of Make in India and in tandem
with the serial construction of nuclear power plants. In this context,
they welcomed the finalization of Programme of Action for localization
between RosAtom of Russia and the Department of Atomic Energy of
India.

INDIA AND Russia on Thursday agreed to put the government’s flagship
“Make in India” programme at the centrestage of their strategic
relationship, as New Delhi and Moscow decided to build nuclear reactor
components and military helicopters in India.

Apart from helicopters, the agreement is expected to result in the
construction of 12 atomic plants with the involvement of Indian firms.

Russia is the first country to have agreed to take the initiative
under the “Make in India” umbrella in two key strategic sectors —
nuclear and defence. Sources said that while this move is perceived as
a vote of confidence in India’s economy, it also puts a lid — at
least, for the time being — on concerns in New Delhi about Moscow’s
growing proximity to Islamabad.

On the nuclear field, Modi said, “The pace of our cooperation in
nuclear energy is increasing. We are making progress on our plans for
12 Russian nuclear reactors at two sites. The agreement today will
increase Indian manufacturing content in these reactors. It supports
my mission of Make in India. I thank President Putin for his support.”

Putin said Unit-II of the Kudankulam plant in Tamil Nadu, being built
by Russia, will be commissioned within weeks and negotiations are at
an advanced staged for units III and IV.

The two sides inked 16 pacts, which included those on the nuclear and
defence sectors.
