To take just the example of the aircraft, it'd require design and manufacturing of the engine, the body, the material for these, fuel for the engine, trained pilots, etc. etc. And, all these taken together will require a certain level of overall technological development. It cannot abruptly appear just as an isolated stand-alone piece.
