A news item, dtd. Oct. 11 2018, carried by the Dassault website informs as
under:

<<Our joint-venture with India’s Reliance will meet about 10% of Dassault
Aviation’s offset (compensations) obligations required by the 36 Rafale
fighters contract with New Delhi, said Thursday Eric Trappier, the CEO of
Dassault Aviation, to AFP as the choice of this company is disputed in
India.>>

This has, in turn, been, immediately thereafter, duly picked up, without
raising a very obvious question, by various Indian news outlets.
Ref. e.g.: 'Offset with Reliance Defence only 10% of obligation, in talks
with 100 other Indian companies: Dassault CEO on Rafale deal' at <

CEO' at <

>.

The obvious question that arises is that what about the various earlier
reports dished out by them?
Who'd explain?

Let's have a look a small small sample.

I. <<Even as BEL, Bharat Dynamics Ltd, Samtel and other defence companies,
are readying to get a slice of the estimated Rs. 30,000 crore Rafale offset
contract, Reliance Defence has already walked away with a major chunk of
the deal.

The Rafale offset contract is India's biggest ever. With two joint ventures
in a row related to the $8.8-billion Rafale aircraft, Anil Ambani's
Reliance Group is looking to target business worth Rs. 21,000 crore as part
of the offsets.

Last year, Reliance Aerostructure had entered into a 51:49 joint venture
with Dassault Aviation. The new JV with Thales will help the Indian major
execute Thales’ offset obligation amounting to $1billion.>>

>.)

II. <<With a new joint venture announced with French aerospace giant
Dassault Aviation, Anil Ambani’s Reliance Group is set to get a big slice
of the Rafale fighter jet deal and will target business worth Rs 20,000
crore as part of the offsets for the contract.>>

III. <<Shares of Reliance Defence and Engineering rose over 2 percent
intraday on Tuesday, after a media report stated that the company's joint
venture with Dassault Aviation will get a big chunk of the Rafale jet deal
and will target businesses worth Rs 20,000 crore as part of the offsets for
the contract.

The company, at an analyst meet held on Monday, said that the JV is looking
to make a supply chain for Rafale jets in India.>>

IV. A web portal (
http://www.sify.com/finance/was-reliance-defence-floated-days-prior-to-modi-s-rafale-announcement-will-anil-ambani-s-personal-sadness-persist-news-business-sh0penbddjfgi.html),
as a part of its analytical comment, dtd. July 26 2018, carried a twitter
by Prashant Bhushan, dtd. June 21 2018 recording that "we find Reliance Def
gets >20k Cr in offsets of deal. Smoking gun".

>From the above, it becomes quite clear that since at least early Oct. 2016,
the Reliance / Anil Ambani is repeatedly claiming that its share of the
Rafale offset is around Rs. 20,000 crore, out of total Rs 30,000 cr. offset
- 50% of the total contract value of about Rs. 60,000 crore..
There was no denial from any whatever quarter, let alone the Dassault.
Now, after just over two years, all of a sudden, the Dassault CEO is
announcing that the share of its JV with the Reliance in the offset pie is
just 10% (not two-third or 67%).

Yet the Indian news channels are simply relaying it, without raising any
whatever query.
A very sad state of affairs indeed!
